Registration
A child must be 5 years old to receive a library card. A parent or guardian must be present when the child gets a card, and needs to show identification. For an adult card, a person must be 18 years or older. For any adult application, a picture identification as well as proof of current address must be shown. Out-of-state borrowers will be charged $10.00 for a library card. This fee will be charged each year when the card is renewed. For all borrowers, there is a charge of $1.00 for a replacement card. Three items can be checked out the first time on a new card. Be sure to let us know when you move or change phone numbers.

Most items can be renewed twice, but if an item is on hold for someone else, it must be returned on its due date. Roku streaming sticks have one renewal.
Mobile hotspots, OH Wow! Science Center and Akron Zoo passes cannot be renewed.
Reserves
Patrons may reserve items on the library's online catalog, by phone, or at the circulation desk.
Bookdrop
There is a bookdrop in the alley on the south side of the building. If you have to return DVDs in the bookdrop, please put them in a bag first.
Overdue Materials
Borrowers are responsible for all library materials loaned to them. All materials are free if returned on time. Fines are as follows:
Juvenile and Young Adult materials | .05 per day |
Adult materials, DVDs, video games, interlibrary loan materials | .10 per day |
Mobile hotspots, Roku streaming sticks, OH Wow Science Center and Akron Zoo family pass | $1.00 per day |
Overdue materials have a maximum fine of $5.00 for juvenile materials, and $10.00 for adult and young adult materials. Borrowing privileges are suspended until records are cleared. No refunds will be given after overdue fines are paid.
If East Palestine Memorial Public Library does not own the item you wish to borrow, we can order it from another library for you. You can call, visit in person, or order the item on the library's online catalog.
PLUS Consortium
In September 2020, East Palestine Library, Columbiana Library, Lepper Library (Lisbon), Salem, and Wellsville Library formed the PLUS Consortium. Patrons with an East Palestine Library card can use their card at any of the PLUS Libraries. If the item you wish to borrow is not available at any of the PLUS Libraries, we can search for the item on SearchOhio or OhioLink.
Digital Libraries
You can use your library card to borrow digital items from Libby or Hoopla Digital Libraries. When signing in to either app, use your library barcode number and pin. Your pin the last 4 digits of the phone number you used at the time of registering for your card.
